I'm using a Ryzen 5 3600 with a Radeon RX 6700 XT and have noticed some stuttering in Cyberpunk as well as occasional sluggishness in regular applications. I'm wondering whether the CPU is holding back the graphics card. My upgrade budget is around $300–$400. Should I replace the processor, and is moving to an AM5 motherboard and DDR5 memory worthwhile, or should I stay on AM4?

That combination is still fairly well balanced, so it would help to check whether the stuttering is actually CPU-related. Monitor CPU and GPU usage while gaming, and make sure your drivers, temperatures, background apps, and memory capacity are all in good shape. Moving to 1440p can also shift more of the workload onto the GPU.
For gaming, prioritize an X3D model over a more expensive non-X3D eight-core chip if the prices are close. Also check that you have at least 32 GB of RAM, since limited memory or background activity can contribute to stuttering.
I wouldn’t jump to AM5 solely for this upgrade. You would need a new motherboard and DDR5 memory in addition to the CPU, which can consume most or all of your budget. AM5 makes more sense when you’re ready for a complete platform rebuild rather than a targeted upgrade.
Since you already have an AM4 board and DDR4 memory, staying on AM4 is probably the best value within a $300–$400 budget. A Ryzen 5 5600 or 5600X would be a straightforward improvement, while a Ryzen 7 5700X3D or 5800X3D would be the strongest gaming upgrade if you can find one at a reasonable price. You generally shouldn’t need a new motherboard, though you may need a BIOS update.
An X3D chip is especially useful for reducing CPU-limited dips and improving frame-time consistency. If one is too expensive, the Ryzen 5 5600 still offers a solid improvement for much less.
