I'm planning a gaming PC with a Radeon 9070 non-XT and a Ryzen 5 7600X3D. The main goal is playing at 1080p and around 240 FPS using low-to-medium settings, with low settings preferred when needed for higher frame rates. Is this a well-balanced combination, or would a different graphics card make more sense?

If your budget allows it, the Radeon 9070 is the stronger overall choice. It will offer considerably more performance and headroom than the 9060 XT, even though 1080p low settings may make the difference less noticeable in games that are primarily CPU-limited. The 9060 XT can still make sense if it saves a significant amount of money or if you mainly play lighter competitive titles.
Yes, the Ryzen 5 7600X3D should pair well with the Radeon 9070, especially for this kind of high-refresh-rate gaming. Even a Ryzen 5 7500F can handle that GPU reasonably well, although faster X3D chips will provide better minimums and higher average FPS in CPU-heavy games. The 7600X3D shouldn’t create a serious bottleneck, including with a 9070 XT.
