I'm choosing between a Radeon RX 9070 GRE for about $700 and an RX 7800 XT for around $620. I'm mainly interested in raw gaming performance rather than ray tracing, especially in demanding games like Red Dead Redemption 2, Elden Ring, and other high-graphics titles. I'm also unsure whether I'll use FSR, so I'd like to know whether the GRE's newer upscaling support is worth paying extra for.

The RX 9070 GRE is generally the faster card and offers better support for newer FSR features. That could make it more appealing in future games, especially if you end up using upscaling or frame-generation features. For pure native-resolution gaming, though, the performance difference may not be huge, so the $80 premium depends on how much you value the extra speed and newer features.
The RX 7800 XT has 16GB of VRAM, which is 4GB more than the 9070 GRE. Both cards can perform similarly in some games, and the 7800 XT may lose only around 6–8% when using its more limited upscaling support. If you mostly want straightforward native-resolution FPS and don’t expect to use FSR often, saving the $80 and getting the extra VRAM could make the 7800 XT the better value.
That makes the choice less obvious—especially since I’m mostly focused on native FPS rather than upscaling.
