I'm planning a new PC primarily for heavy gaming, along with office and school work. My budget is around ₱70,000 or more, and I'm buying the parts in the Philippines. I already have peripherals, so I only need the system unit.
My current parts list is:

I'm new to building PCs and tried to research everything carefully. Is this a well-balanced parts list, and are there any components I should replace? I'm also considering upgrading the graphics card to a Sapphire Pulse RX 7800 XT 16GB if it fits within the budget.

The ASRock board is an entry-level motherboard, but that does not automatically make it a bad choice. It should handle a Ryzen 5 7500F without trouble. The main things to check are whether its rear I/O, M.2 slots, fan headers, and expansion options meet your needs. Spending more on a motherboard only makes sense if you need extra features or plan to install a higher-power processor later.
A different CPU and graphics-card combination could offer more gaming performance for the money, but it depends heavily on local Philippine pricing and whether the parts are new or used. I would not switch platforms based only on a quick comparison. First compare complete build prices, warranty coverage, power requirements, and upgrade options. For this particular list, prioritizing the RX 7800 XT over a more expensive motherboard would usually make the biggest difference in gaming.
For a new build at around ₱70,000, this looks solid as long as the total price really includes all of these parts. The AM5 platform also gives you a useful upgrade path later. Just confirm that the case has enough clearance for the graphics card and CPU cooler, and make sure it includes adequate intake and exhaust fans.
The build is generally well balanced for 1440p gaming.
