This would be my first PC build, and after waiting about a year and a half I finally got permission to put it together. I've planned out the parts in the linked build, but I already have an 8GB RX 580 that my uncle gave me along with a Dell Precision T1650. I know the graphics card is older, but I'm also borrowing around £300 for the RAM, so I'm trying to keep the rest of the build sensible. My main games will be Counter-Strike 2 at 1080p, modded Minecraft, and some Arma. Is this a good parts list, and what kind of performance should I expect?

The build should be reasonable for those games, especially since you already have an 8GB RX 580. If it’s a full-performance RX 580 rather than a cut-down model, you could expect roughly 1080p on high settings around 40 FPS or better in suitable games. A 4GB card would generally be better suited to medium settings at around 60 FPS, depending on the game.
A cut-down model uses fewer stream processors than the standard RX 580, so it performs more like a lower-tier card even if it has the same amount of VRAM. You can check the exact model or GPU-Z specifications to confirm.
