My current PC has an Intel i5-4460, an RX 580, and 16GB of DDR3 memory. I found a €1,000 system with 32GB of DDR5, a Ryzen 7 7800X3D, and an RX 6700 XT. I use a 1080p 144Hz monitor and have heard that the graphics card might bottleneck the processor. Would this still be a good upgrade, and what graphics card could I move to later if I want to take better advantage of the CPU?

If the listing is legitimate and the parts are in good condition, that is an excellent upgrade for €1,000. The 7800X3D and 32GB of DDR5 give you a modern platform with plenty of CPU performance, while the RX 6700 XT is very capable at 1080p. It should be a huge improvement over your current system.
For the money, the complete system sounds very strong compared with buying a new PC built around an older CPU and only 16GB of memory. Just verify the exact components before paying: power supply model, motherboard, storage, cooling, warranty, and whether the advertised parts are actually installed. Also test the system if possible, since an unusually good deal deserves a little extra checking.
Yes. At 1080p and high refresh rates, the 6700 XT may limit performance before the 7800X3D does in some games, but that is not a harmful or unusual bottleneck. You can simply upgrade the GPU later when you want higher settings or more frames. Depending on prices at that time, cards around the RX 7800 XT, RX 7900 GRE, or a comparable newer model would pair well with the processor.
That makes sense. I was worried that the mismatch meant I should avoid the whole system.
