I previously considered switching from my GTX 1080 to a Radeon 9060, but I recently started looking at Intel graphics cards. I can get an Intel Arc B580 for around €277, though I'm not sure whether it would provide a meaningful upgrade. Would it be worth changing cards, and are there any CPU, motherboard, RAM, or Resizable BAR requirements I should check first?

The B580 may not be a huge performance jump over a GTX 1080 in every game, and its results depend heavily on the rest of your system. If your CPU and motherboard are about as old as the graphics card, you could see little improvement—or possibly worse performance. At that price, it may be better to keep saving or look for a stronger used card.
In some games the B580 performs roughly the same as the GTX 1080, so the upgrade is not guaranteed to feel dramatic. Check your CPU, RAM, motherboard age, and Resizable BAR support first. If the platform is older—especially around the early B450 era or earlier—I’d be cautious and consider keeping the 1080 until you can move to a more substantial upgrade.
The B580 can be a worthwhile upgrade, but make sure your system supports Resizable BAR. Intel Arc cards rely on it for proper performance, and older or budget CPUs and motherboards may not support it without a BIOS update.
