I'm currently using a Ryzen 5 5600 with an RTX 5070 at 1440p, and I'm concerned the CPU may be limiting performance in CPU-heavy games such as Fortnite and Minecraft. The Ryzen 7 5800X3D costs around $350 where I live. Would the upgrade provide a significant enough improvement—especially to frame-time consistency and 1% lows—to justify that price, or would a cheaper option be better?

You should see an improvement, especially in minimums and stutter, but don’t expect the average frame rate to double at 1440p. If you can find a 5600X3D or 5500X3D for substantially less, that would likely offer better value and still address the CPU-heavy workloads. A discounted or reasonably priced used 5800X3D would make more sense than paying the full $350.
The two games benefit in different ways. Minecraft Java is often limited by a demanding main thread and benefits noticeably from the extra cache, while Fortnite can use more cores and may mainly gain smoother frame delivery during busy fights. The 5800X3D is a strong match for a 5070, but $350 is a lot to spend on an older AM4 platform.
I upgraded from a 5600-class chip to an X3D model and noticed the difference most in frame-time consistency. Games felt smoother even when the displayed average FPS did not increase dramatically. Whether it is worth it comes down to how often you are actually CPU-limited and whether the dips bother you.
If you’re spending over $300, it may be worth comparing that cost with moving to a newer platform instead of putting all the money into a high-end AM4 CPU. Waiting for a future upgrade is also reasonable, since there is no need to replace the 5600 unless monitoring shows it is clearly holding back your games.
First check your GPU usage while playing. If the 5070 is consistently close to 100%, a CPU upgrade probably won’t change much. If GPU usage is well below that at an unlocked frame rate, the 5600 may be limiting performance. The biggest improvement will usually be in CPU-heavy situations and 1% lows rather than average FPS.
