My younger brother has a Ryzen 5 5600X, RTX 5070, and 32GB of DDR4 running a 1440p 165Hz monitor. My girlfriend has a Ryzen 5 5600X, RTX 4070 Ti Super, and 32GB of DDR4 connected to a 4K 60Hz TV. I live near a Micro Center and can get a 5600X3D for $180 after tax or a 5800X3D for $320 after tax. I could probably sell each existing 5600X for around $100. Would either upgrade be worthwhile for gaming, and which system would benefit more?

The 5600X3D is the better value here. For gaming, it performs very close to the 5800X3D while costing far less, and the extra 3D V-Cache can provide a meaningful improvement over the regular 5600X at 1440p. After selling the old CPU, the upgrade would only cost about $80.
Your brother's 1440p and 165Hz setup is the one most likely to benefit, especially in CPU-heavy games or when aiming for high frame rates. The 4K 60Hz system will usually be limited by the graphics card or display, and a regular 5600X is already generally capable of maintaining 60 FPS in that use case. I'd buy the 5600X3D and skip the 5800X3D.
The 5800X3D is the fastest gaming processor available for the AM4 platform, so it makes sense if you want the absolute maximum performance without changing the motherboard and memory. However, paying an extra $140 for it is difficult to justify when the 5600X3D is nearly as fast in games.
