I'm planning an upgrade from my current Ryzen 7 5800X and RTX 3080 system. The new PC will be used for gaming, streaming, software development, video editing, and general media, so it needs to handle more than just games. Does this look like a worthwhile upgrade overall? Are there any parts I should downgrade, replace, or reconsider before buying? I'm also currently limited by having only 4TB of storage and believe I need around 6TB for my projects and games.

The only major change I’d consider is moving from the Ryzen 7 9800X3D to the slightly faster 9850X3D, assuming the price difference is reasonable. Otherwise, the component choices look well balanced for gaming and productivity. The upgrade should be a substantial step up from a 5800X and RTX 3080.
The build looks solid overall. The main places to save money would be the memory and graphics card model. If your development and editing workload is light, 32GB of RAM could be enough, but game development, video editing, and multitasking make a larger capacity more reasonable. For the GPU, compare prices between different RTX 5080 models since their performance is usually very similar; the main differences are cooling, noise, size, and factory tuning. Six terabytes also makes sense if your current 4TB drive is already filling up.
I do need the extra storage because my current 4TB setup is already getting tight, and the system will be used for development and editing as well as gaming.
Is the extra cost mainly paying for the higher overclock, or is there a meaningful performance improvement outside of that?
