My gaming performance has been getting worse lately, and the system also feels sluggish and runs fairly hot. I use three monitors—one at 1440p and two at 1080p—for work, gaming, and multitasking. In games such as League of Legends and Counter-Strike 2, I'm sometimes under 100 FPS even at medium or medium-high settings, and I'd like to play more demanding titles as well.
I'm considering a Micro Center bundle with a Ryzen 7 9850X3D, an ASUS B850E TUF Gaming WiFi6E motherboard, and 32GB of DDR5-6000 memory for around $900. My current power supply, cooler, and RTX 4070 Ti should be compatible. I can afford the upgrade, but I'd like to know whether it would provide a substantial improvement or whether I should troubleshoot my current system first.

That would be a major gaming upgrade from the i9-9900K, especially for frame-time consistency and 1% lows. An X3D processor should make games feel much smoother, and the extra CPU headroom will help when you’re gaming across multiple monitors while multitasking.
Moving from a 9900K to a newer X3D chip should be very noticeable in CPU-limited games, particularly with better minimum FPS. Everyday browsing probably won’t feel dramatically different, but gaming smoothness and multitasking should improve. Your RTX 4070 Ti is still capable, so upgrading the platform is more sensible than replacing the GPU for this problem.
The upgrade makes sense, but your current CS2 performance sounds lower than expected. Before spending $900, check CPU and GPU temperatures, clock speeds, background processes, memory configuration, and whether the CPU is thermal throttling. A clean Windows installation could also help if the system has accumulated years of software.
Multiple monitors and multitasking can add some load, but they shouldn’t normally reduce performance this severely in lighter games. The new bundle would be a strong long-term platform upgrade, though I’d diagnose the existing system first so you know whether the CPU upgrade is solving the real issue.
