I recently built my dream gaming PC with a Ryzen 9 9950X3D, Radeon 9070 XT, 32GB of RAM, and an AIO cooler. I currently use an MSI B650M Pro motherboard and am considering moving to an X870 Tomahawk. I mainly game and stream, and my system already delivers excellent frame rates. Would the newer motherboard provide any meaningful performance gains or other major benefits, such as better BIOS options, overclocking support, expansion, or improved stability?

The main thing to check with a 9950X3D is whether the existing board has adequate VRM cooling and a BIOS version that properly supports the processor. That depends more on the specific board design than on whether the chipset is B650 or X870. A stronger board can provide more detailed tuning options, but it will not automatically make the CPU faster.
If your current board is stable and you are mainly gaming, an upgrade probably will not increase performance. A higher-end board may offer more M.2 slots, additional connectivity, stronger VRMs, and newer features, but those are quality-of-life improvements rather than extra FPS. PCIe 5.0 for the graphics card is also unlikely to matter with current GPUs.
That makes sense. I mostly game and stream, and I am already getting around 300 FPS in competitive titles and roughly 130–150 FPS in demanding games at ultra settings, so I probably do not need to change it yet.
For a gaming system that is already performing well, replacing the motherboard would mostly be spending money for features you may not use. Consider it only if you need extra storage slots, more USB or networking options, better memory support, additional expansion, or a specific newer feature. Otherwise, keep the B650M Pro and upgrade when you have a practical limitation.
A fan aimed at the VRMs can help keep temperatures down, but it does not replace having a sufficiently capable VRM design. If your CPU is maintaining its clocks without thermal or power-limit issues, there is no urgent reason to upgrade.
