My PC completely freezes during startup and the monitor never receives a video signal; its indicator stays yellow/orange in standby. The RX 9070 worked normally for about two weeks before this happened. The system uses an Intel CPU without integrated graphics, an ASUS TUF B760-Plus WIFI motherboard, and a Corsair RM750e 750W power supply. The motherboard appears to complete POST with no warning LEDs remaining lit. I reseated the graphics card, checked the PCIe power connections, cleared CMOS using the CLRTC pins, tested multiple display cables, and connected the computer to a television in another room, but nothing changed. Has anyone seen this kind of sudden failure with an RX 9070, and is there anything else worth testing before starting a warranty return?

The quickest way to isolate this would be testing the system with another known-good graphics card. If the replacement card produces a display and the rest of the system boots normally, that strongly points to the RX 9070 being defective and makes an RMA reasonable.
Some graphics cards have a physical dual-BIOS switch, but that is different from integrated graphics on the CPU. Check the edge of the card for a BIOS selector and, with the PC powered off, try the alternate position if one is present. If the card has no switch, you can skip this step. Since you have already tried another display, cable, reseating, power checks, and a CMOS reset, a known-good spare GPU or a shop diagnostic is the best remaining confirmation before an RMA.
I had misunderstood the BIOS suggestion as referring to integrated graphics. I’ll check whether the card has a physical BIOS switch, although I don’t have a spare GPU for comparison.
I unfortunately don’t have another graphics card available to test with.
