I currently have an i3-9100F, 16GB of slow RAM, and an RTX 4060. My MSI B360-A PRO motherboard can only be upgraded to a Core i9-9900K, so my options are either buying a used 9900K for around 800 PLN or replacing the platform entirely. The three options I'm considering are a used i9-9900K, a Ryzen 7 5800X3D with a motherboard and 32GB of DDR4 for 1600 PLN, or a new Ryzen 5 9600X with a motherboard and 16GB of DDR5 for about 2500 PLN. The 5800X3D bundle uses four 8GB sticks with an overclocked 1:1:1 memory configuration, and I would need to buy a cooler because my current one will not fit. My power supply is an unidentified 500W model. I mainly play League of Legends and CS2, but newer or more CPU-heavy games such as Arma 3 need better performance. Is the 5800X3D bundle the best value, or would it make more sense to buy an AM5 system for future upgrades?

I would avoid paying 800 PLN for the 9900K. It is still an improvement over the i3, but it is an old platform and the price is poor compared with the 5800X3D bundle. Keeping the current motherboard also means retaining the slow memory and limiting your future options.
If you can afford the AM5 option, that is the better long-term platform, but the 9600X system at 2500 PLN is not necessarily the best version of it. A Ryzen 5 7500F or 7600X with 32GB of DDR5 would usually make more sense, and 2x16GB is preferable to a single 16GB stick because it enables dual-channel memory. The 5800X3D is faster in some games today, while AM5 gives you a much clearer upgrade path later.
The 5800X3D bundle is easily the best value of these options. It should be roughly 30% faster than the 9900K in many games, uses less power, and the extra cache is particularly useful in CPU-heavy titles. A Thermalright Phantom Spirit or another decent dual-tower cooler is more than enough. Four DDR4 sticks can work, although stability depends on the motherboard and memory settings.
The seller says the RAM is four matching 8GB sticks with a saved BIOS profile for the overclock. I’m mainly unsure whether buying into AM4 now is worthwhile when it has no meaningful upgrade path.
The RAM configuration on the 5800X3D system is not magic; it simply means the previous owner overclocked the memory and synchronized the memory clock, controller, and Infinity Fabric. That can provide a small performance boost, but I would reset or verify the settings rather than blindly trust a custom BIOS profile from a used system.
