I'm upgrading from a Ryzen 5 7500F and currently have an RTX 4070 Ti Super, 32 GB of RAM, a Seasonic Gold 850W power supply, and a Thermalright Assassin Spirit 120 EVO cooler. I'm deciding between the Ryzen 7 7800X3D and 9800X3D. I mainly want strong gaming performance and would like to know whether the newer chip is worth its higher price with my graphics card. I'm also wondering if my current cooler is adequate for either processor or if I should replace it.

I’d base the decision on the actual local prices. If the 9800X3D costs roughly $80 more, paying for the extra performance can be reasonable. If it costs $150 or more, the 7800X3D is generally the smarter buy unless your games are heavily CPU-limited.
For 1440p or 4K gaming, the RTX 4070 Ti Super will usually be the limiting component, so the two CPUs should perform very similarly in most games. The 9800X3D is faster, especially at 1080p or in CPU-heavy and competitive games, but the improvement is often around 10–15%. If the price difference is substantial, the 7800X3D is the better value.
The 9800X3D makes sense if the extra cost is small where you live or if you play high-refresh-rate competitive games and want the best possible CPU performance. Otherwise, there’s no major feature or longevity benefit that makes it essential. The 7800X3D will still be an excellent match for the 4070 Ti Super.
Both processors are viable upgrades, but the 9800X3D is the newer and faster option while the 7800X3D offers better efficiency and value. For your setup, I’d lean toward the 7800X3D and put the savings toward a stronger cooler or a future graphics-card upgrade.
Your current Assassin Spirit 120 EVO may be usable, but I’d choose a dual-tower cooler such as the Phantom Spirit 120 EVO for the 9800X3D. That cooler is more than capable and gives you better temperature and noise headroom. You don’t necessarily need to upgrade immediately if you’re willing to monitor temperatures, though.
The Phantom Spirit handles the 9800X3D well, and it also works with considerably higher-power Ryzen chips. It’s a worthwhile cooler upgrade if you want something dependable without spending much.
