My PC build is nearly complete, and the CPU is the only remaining part. I bought the 9850X3D because it was only $20 more than the 9800X3D, but now I'm second-guessing that choice after reading discussions about power usage and temperatures. I'm using an ARCTIC Liquid Freezer III Pro. Is the 9850X3D worth keeping, or would switching to the 9800X3D make more sense for efficiency and cooler operation?

You’re completely fine with that cooler. These processors are designed to operate safely at high temperatures under heavy all-core loads, and gaming temperatures should be much lower. Even a decent air cooler can handle them without trouble.
Keep the 9850X3D. For only $20 more, it’s a reasonable upgrade, and your Liquid Freezer III Pro is easily capable of handling it. There’s no need to change parts based on theoretical temperature differences.
The 9850X3D is essentially a higher-clocked 9800X3D with more relaxed power limits. Depending on the individual chip, it might use noticeably more power—or surprisingly similar power. The performance difference is only around a few percent, and if temperatures or power draw are higher than you want, you can apply a power limit and bring it close to 9800X3D behavior. Either way, your cooler is sufficient, so I’d keep the processor you already bought.
