My Dell laptop was recently repaired, and afterward its battery life became extremely poor. It now needs to remain connected to the charger for normal use. The electrical system in my apartment also seems unsafe, with frequent power outages and burned or damaged cables near some outlets. Should I shut the laptop down and unplug it when I am not using it, or is it safe to leave it connected overnight? Could disconnecting the charger while the laptop is powered off harm an old or failing battery?

The wiring problem is the urgent issue here, not the laptop. Burned cables, damaged outlets, and repeated outages can indicate a serious fire or shock hazard. Stop using any affected outlet and have the wiring inspected and repaired by a qualified electrician. If you rent, report it to the landlord or the relevant local safety authority.
Unplugging the laptop while it is shut down will not harm the battery. A failing battery is more likely to be worn out or damaged during the repair, so ask the repair shop to inspect or replace it. If the battery is swelling, overheating, or pushing against the case, stop using it and have it removed or replaced promptly.
If the power supply is unreliable and you need the laptop to stay on, a UPS can provide short-term backup power and some protection from interruptions. It is not a substitute for repairing unsafe apartment wiring, though.
