My current system has a Ryzen 7 5700X, 16GB of DDR4 memory, and a Radeon RX 6600 XT. Since I'm using a 500W power supply, I'm hesitant to install a much more powerful graphics card. Would upgrading to something around an RTX 4070 be worthwhile, or would it make more sense to replace the setup entirely? I'm also using an NVMe SSD and am wondering whether adding another 2x8GB of DDR4 to my existing 2x8GB kit would be a good upgrade.

For the games you listed, upgrading to 32GB of RAM is probably the best first step. Your NVMe SSD is already perfectly adequate, so storage isn’t the issue. Adding another 2x8GB can work, but mixing kits isn’t always guaranteed to be stable. Ideally, use a matched 32GB kit and enable the proper memory profile in the BIOS.
I’d keep the current PC rather than moving to a Mac mini for cloud gaming. Your Ryzen 7 5700X and RX 6600 XT are still a sensible combination for lighter gaming, and cloud gaming adds dependence on your internet connection, latency, and subscription costs. Upgrade the RAM first, then replace the PSU and GPU only if you actually run into performance limits.
A graphics card upgrade could help, but an RTX 4070-class card would make more sense alongside a stronger power supply. A 700–800W quality PSU would give you more headroom, and 32GB of DDR4 would round out the system. That’s a larger upgrade than you probably need if you’re only playing those two games, though.
