There’s also a timing argument for buying the GPU now. Graphics card prices can change quickly, while AM4 processors may remain available later. If a slightly more expensive card such as a 9070 or 9070 GRE is only a small step up in price, it could be worth considering, but the 9060 XT 16GB is already the clearer upgrade path from an RTX 2060.

Upgrade the graphics card first. The 5600X is still a reasonably capable gaming CPU, while the RTX 2060 is more likely to be the limiting factor in your current setup. A 9060 XT 16GB should provide a much larger immediate performance boost than moving from the 5600X to a 5700X3D, especially if the GPU is running close to 100% usage.

Check GPU utilization while playing. If it stays near 95–100%, buy the graphics card first. If GPU usage is much lower and one or more CPU threads are maxed out, the 5700X3D could help more, particularly in CPU-heavy games at low settings. Since you’re currently using an RTX 2060, though, the GPU is the more likely source of the poor performance.

The performance difference strongly favors the GPU upgrade. Going from a 5600X to a 5700X3D may only improve average FPS by roughly 5–10% with an RTX 2060, whereas replacing the 2060 with a 9060 XT can deliver a substantially larger uplift and give you more video memory for newer games. The 650W power supply should generally be sufficient, assuming it is in good condition and has the required connectors.
