I'm upgrading from an old Core i7-4770 system to one with an RTX 4060. I considered a Ryzen 5 7600X, but moving to AM5 would require DDR5 memory, which is outside my budget. Since my current motherboard only supports DDR3 and isn't worth keeping, what AM4 CPU and DDR4 setup would be a good match for the RTX 4060?

The Ryzen 5 5600X is a solid budget choice for the RTX 4060. Pair it with 16GB of DDR4 at minimum, though 32GB is preferable if you can fit it into the budget. You’ll need a compatible AM4 motherboard since your current DDR3 board can’t be reused.
If you’re near a Micro Center, a Ryzen 5 5600X3D can be excellent value for an AM4 build. Otherwise, look at a Ryzen 5 5500X3D or a standard 5600, depending on local pricing. The X3D chips are especially useful if you play CPU-heavy games.
The Intel Core i5-12400F is another good budget option, but it would require an LGA1700 motherboard. For the simplest affordable build, a Ryzen 5 5600 with a B550 motherboard and 16GB or 32GB of DDR4 is a safe pairing for the RTX 4060.
