My RX 580 8GB stopped producing a display after a power surge. The computer powers on and the GPU fans spin, but there is no video output, and I have already confirmed that the graphics card is the failed component. I am temporarily using a friend's GTX 1660.
My system has a Ryzen 5 4500, Gigabyte B450M DS3H V2 motherboard, 16GB of RAM, and a good-quality 650W power supply. I am open to buying new or used and can spend more than the cost of another RX 580 if the extra performance and longevity are worthwhile. What GPU would be the best value for this setup?

A used RTX 2070 Super can be good value, but compare it against newer cards before buying. Older high-end cards may use more power and have less remaining warranty. I would avoid replacing the RX 580 with another one unless your budget is extremely tight; even a GTX 1660-class card is already an upgrade, while an RX 6600 or better is a more worthwhile step up.
The right choice depends heavily on your local prices, monitor resolution, and budget. For a sensible upgrade, look at cards around the RX 7600, RTX 3060 12GB, RTX 4060, or RX 6650 XT. If used prices are good, an RX 6700 XT or RTX 3060 Ti would provide a larger jump from the RX 580. Your 650W PSU should be sufficient for this performance range.
An RX 6700 XT or a similar 12GB card would be a strong match if you can find one at a reasonable used price. It gives you much more performance and VRAM than the RX 580 without being excessive for the Ryzen 5 4500. Newer 16GB options such as an RX 9060 XT could also make sense if the price difference is reasonable and you want the card to last longer.
You do not need to replace the whole computer just because the graphics card failed. A newer GPU should work well in this system. If you buy a higher-end card, you can later update the BIOS and move to a Ryzen 5 5600 or another Ryzen 5000 processor for better gaming performance. Increasing to 32GB of RAM is useful eventually, but it is less urgent than replacing the GPU.
