My monitor is 1080p at 200Hz, and I have a new 750W power supply. Would upgrading the graphics card help, and which GPU would be a sensible match for this system?

A CPU sitting near 100% while the GPU is at 20–30% suggests the game is CPU-limited, so a stronger graphics card may not increase your frame rate much. Rust, DayZ, and BeamNG can all be demanding on the CPU. A bottleneck is normal and changes depending on the game, resolution, settings, and frame-rate target—the goal is a balanced pairing, not eliminating bottlenecks entirely.
