I'd like a noticeable GPU upgrade without replacing the PSU or creating a serious CPU bottleneck. Some suggestions were the RTX 3070 and RX 7600 XT, but I'm unsure which models or brands are worth considering. Would it be better to buy new, look for a used card, or save for something stronger?

If you can wait and save a little more, a 16GB card such as the RX 9060 XT 16GB may give you better long-term value. Buying a card that is only barely faster than the alternatives can mean upgrading again sooner, especially if you plan to replace the CPU later.
