I'm looking to build the best gaming PC mainly for Valorant at 1080p. My total budget is up to €3,000, but I'd prefer to spend less if there's no need to use the entire amount. I live in Finland, and the budget should include a monitor. I'm not really interested in demanding AAA games, and I'd prefer a monitor smaller than 27 inches.

For your actual use case, I’d choose a value-focused 1080p build: a Ryzen 5 7500X3D or similar gaming CPU, 32 GB of DDR5-6000 memory, a reliable 2 TB NVMe SSD, and a Radeon RX 9060 XT-class graphics card. Pair it with a 23.8-inch 1080p monitor running at 200 Hz or higher. That should provide excellent competitive performance without wasting most of the budget on hardware you won’t use.
€3,000 is far more than you need for Valorant at 1080p. A sensible system with a modern gaming CPU, 32 GB of DDR5 memory, a midrange graphics card, and a 200 Hz 1080p monitor should come in around €2,000, depending on current Finnish prices. You could spend the rest on peripherals or save it rather than buying hardware that Valorant won’t benefit from.
You could also use this budget for a much stronger 1440p high-refresh-rate setup. Something built around a Ryzen 7 9800X3D and Radeon RX 9070 XT would handle Valorant extremely well and leave room for other games later. A 27-inch 1440p 240 Hz OLED monitor could fit under €3,000, although that may be unnecessary if you only play competitive 1080p games.
A Ryzen 7 7800X3D paired with a Radeon RX 9070 XT and a high-refresh-rate monitor is another reasonable option around €2,500. It’s overkill for Valorant at 1080p, but it gives you plenty of headroom and a longer upgrade lifespan. Make sure to compare current component prices, since memory and SSD prices can vary significantly between Finnish retailers.
That sounds powerful, but I’m not really interested in AAA games. Could I use the same PC with a smaller 1080p monitor? I find 27 inches too large.
