I lost an iPad Pro at work and, after a few days, finally got Find My working. I've marked it as lost and displayed a message asking whoever has it to call me, along with my phone number. The location has been showing up consistently for about 30–40 minutes from my home, but no one has contacted me after a day. I don't want to show up at the address or confront anyone. Should I wait longer, file a police report, or follow a specific process?

Don’t visit the address or try to force the person to hand it over. Keep the iPad in Lost Mode, use a strong passcode, and avoid removing it from your account. If the location changes or you receive a message, pass that information to the police. Unfortunately, tracking usually shows an approximate location and doesn’t guarantee authorities will be able to recover it.
Filing a report is still worthwhile even if officers can’t recover the iPad. It creates an official record, may help with insurance, and gives you a reference number if the situation develops. Stick to the facts: when and where you lost it, the tracking information, and the messages you sent.
There usually isn’t a universal point when a lost item legally becomes stolen. That depends on local law and what can be shown about the person’s actions. Report it as missing and let the police classify it rather than confronting anyone yourself.
