I just bought a Ryzen 7 5800X3D and want to choose a reliable motherboard and cooling solution without spending on high-end parts. I've heard the 5800X3D can run fairly warm, so what B550 or X570 motherboard and CPU cooler would be a good match? I already have 32GB of DDR4 memory and am upgrading from an i7-9700K.

For cooling, a Thermalright Peerless Assassin or Phantom Spirit is plenty. An older Peerless Assassin or an AK620 would also work well, so I’d pick whichever is cheaper and fits your case. The chip can report relatively high temperatures because of how the stacked cache transfers heat, but a huge premium cooler generally won’t make a dramatic difference.
A decent B550 motherboard is all you really need; you don’t have to spend extra on an enthusiast-level model. The MSI B550 Tomahawk is a well-regarded option, but several midrange B550 boards will handle the processor just fine. Check that the board supports the 5800X3D with the required BIOS version, especially if buying older or used stock.
The 5800X3D is a strong upgrade if you already have DDR4, as you do. The newer AM5 platform offers a better future upgrade path, but switching would also mean buying a motherboard and DDR5 memory. Since you already own compatible RAM and wanted an upgrade from your current processor, staying with AM4 makes practical sense.
It can run warm, but that’s mainly a limitation of the chip’s design. A good dual-tower air cooler is still enough, and spending much more on cooling usually gives diminishing returns.
