Does anyone know when the Vector API is expected to support value classes? Once that work is available, would the API be considered ready to ship as a preview feature in a future JDK release?

There is no confirmed release date yet. The safest approach is to follow updates from the engineers working on the Vector API, since anything more specific would just be speculation.
It might make a future release such as JDK 28, but that is only a guess. If it misses that release, a later JDK would be more realistic; an official announcement is needed before drawing conclusions.
Value-class support and the Vector API’s preview status are separate pieces of work, so the Vector API does not necessarily need to wait for value classes before becoming a preview feature.
