I'm trying to build my first PC and have been looking for an RTX 4070 in Canada, but I'm having trouble finding one. My budget is around $700–$800, and I'm open to buying used. I've checked Facebook Marketplace and a little bit of eBay, but I'm worried about scams and sellers not responding. Where else should I look, and how can I verify that a listing is legitimate?

Used listings on Facebook Marketplace and eBay are probably your best options in that price range. There have been several RTX 4070s sold on eBay for under $700 recently, so it’s worth checking completed sales and comparing prices before buying.
For local listings, ask for a photo of the card running in a system or request a short video showing it being detected and under load. Meet in a safe public place, avoid sending deposits, and be cautious if the price is far below the usual range or the seller refuses to provide basic proof that it works.

Look through Canadian used-hardware marketplaces and search by exact model as well as just “4070.” Inventory changes quickly, so setting alerts and checking regularly may help. Before purchasing, confirm the card’s condition, whether it was used for mining, and whether the original receipt or warranty is included.
I’ll keep checking eBay too. I’ve mostly been looking on Facebook Marketplace so far.
