I ordered a supposedly new Radeon 9060 XT that was sold and shipped directly by Amazon, but the box had an LPN return label. When I opened it, the graphics card inside was clearly a different model. After I finish the return, where would you recommend buying a replacement to reduce the chance of getting another tampered or swapped item?

Newegg can be a good option as long as the listing is sold and shipped by Newegg itself. Check that the seals are intact, the serial number on the card matches the box, and it hasn’t already been registered.
Best Buy pickup is convenient because you can open the package at the counter and verify that the card is actually inside before taking it home. It may be worth the extra trip for peace of mind.
If you have a store nearby, buying in person is probably the least stressful option. You can inspect the packaging before leaving, and Best Buy or Micro Center are both reasonable choices.
A common preference would be Micro Center first, then Newegg when it’s sold by Newegg, followed by Best Buy. That said, Amazon isn’t automatically a bad choice: it generally has a very easy return policy, but marketplace and return fraud can make opened or previously returned products more of a concern. Wherever you buy, record the unboxing and verify the model and serial number immediately.
Best Buy is a little out of the way for me, but being able to check it in the store might make the trip worthwhile.
