I already have 32GB of DDR4 and need to choose a CPU and motherboard for a PC that will be used mainly for gaming and some schoolwork. I originally mentioned AM4, since I was considering a Ryzen 7 5700X, but I'm also looking at Intel DDR4 options such as the Core i5-14400F or i5-14600KF. For the graphics card, I may buy a used RX 6800 XT or RTX 3080, though I'm also considering a newer RX 9060 XT 16GB. I live in Bulgaria, where prices and used-market availability vary, and my budget is around €1,000, possibly a little higher. Which CPU and platform would offer the best value, especially for 1440p gaming?

The best choice depends heavily on the prices you can actually find. A Ryzen 7 5800X3D is one of the strongest AM4 gaming CPUs and can beat many higher-end processors in games, but €300 is fairly expensive for an older platform. If the i5-14600KF is available for about €250, it may be the better overall deal, especially for schoolwork and other CPU-heavy tasks. Just remember that both AM4 and LGA1700 are effectively end-of-upgrade platforms.
If you already own an AM4 motherboard, upgrading to a 5700X3D or 5800X3D makes sense and lets you keep the DDR4 memory. If you still need to buy the motherboard, compare the total CPU-plus-board cost against an LGA1700 DDR4 setup rather than choosing based on brand. A 5600X or 5700X paired with an RX 6800 XT is also perfectly capable of high-refresh 1440p gaming.
Make sure to separate the socket choice from the graphics card choice. Intel CPUs work perfectly well with AMD GPUs, so an Intel processor paired with a Radeon card is completely normal. For DDR4, an i5-14400F or i5-14600KF on a compatible LGA1700 DDR4 motherboard can offer strong all-around performance and may be better value than buying into AM4 from scratch. Check the motherboard BIOS before buying, especially with newer Intel chips.

For 1440p, the graphics card usually matters more than small differences between these CPUs. An RX 6800 XT can still perform very well, but check its condition and remember that the RTX 3080’s common version has only 10GB of VRAM. A 16GB card such as the RX 9060 XT may be a more comfortable long-term choice, although you should compare real local prices and benchmarks before deciding.
I can find a 5800X3D for around €300, while the i5-14600KF is closer to €250, so the Intel option is looking more attractive.
