I'm planning a GPU upgrade to improve gaming and streaming performance. I'm considering the AMD Radeon RX 9060 XT 16GB and the RTX 5060 Ti, but I'm open to other recommendations. My current system has an ASUS TUF B760M-PLUS WIFI D4 motherboard, an Intel Core i5-1340, 32GB of Kingston Fury Renegade RGB DDR4-3600 memory, and a Sapphire Radeon RX 6650 XT 8GB. The RX 9070, RX 9070 XT, or possibly the 9070 GRE are the faster options, but pricing matters a lot. The regular RX 9070 is often the better buy than the XT because the performance gap is not huge, and a mild overclock can narrow it further. I would be cautious with the 9070 GRE if it costs too much for a 12GB card.
For your budget, the RX 9060 XT 16GB looks like the safest value choice. The 16GB of VRAM gives you more headroom for newer games and streaming, while the RTX 5060 Ti 16GB can be difficult to justify if it is priced close to $800. If you can spend nearer to $650, the RX 9070 16GB is a much stronger upgrade and may be worth considering.
So the 9060 XT 16GB is probably the best fit for me unless I decide to stretch the budget for the RX 9070.
Before choosing, compare real benchmarks with current prices in your area. Also check your power supply model and your monitor resolution, since those affect whether a higher-end card makes sense. For 1080p gaming and streaming, the 9060 XT should be plenty; for 1440p or higher-refresh gaming, the RX 9070 is the more substantial upgrade from an RX 6650 XT.

Twelve gigabytes can still be enough for standard-resolution gaming, especially without heavy ray tracing, but 16GB gives you more long-term flexibility.
