I've been offered a free GPU upgrade, and the only part of my setup that feels behind is my RTX 4070 Super. I play competitive mouse-and-keyboard games at 1440p, while I use a TV and controller for story-focused games at 4K. The available options are: RTX 5090 for 1,753 KWD ($5,683), RTX 5080 for 585 KWD ($1,896), RTX 5070 Ti for 474 KWD ($1,536), or Radeon RX 9070 XT for 330 KWD ($1,070). Since this is a gift from my dad, I can't really turn it down, but I also don't want to choose the most expensive card purely because it costs the most, especially when the 5090 is far above MSRP. Which option makes the most sense for my use case and offers the best balance of performance and value?

For ray-traced or path-traced AAA games, the 5070 Ti or higher makes more sense, and the 5080 is a comfortable option for 4K. The 5090 is excessive for your stated games unless you also have a serious non-gaming use for it. Before deciding, make sure your power supply, case, and cooling can support whichever card you choose.
I’d narrow it down to the RTX 5080 and RX 9070 XT. The 5070 Ti costs substantially more than the 9070 XT while offering roughly similar gaming performance, so it’s difficult to recommend at these prices. Choose the 5080 if you want stronger 4K performance and better ray tracing; choose the 9070 XT if value matters most.
The RX 9070 XT is probably the strongest value, but it isn’t a huge enough jump from a 4070 Super to justify spending over 1,000 KWD if this is effectively coming out of someone else’s budget. The RTX 5080 is a more meaningful upgrade for 4K gaming and should be the practical high-end choice. I’d skip the 5090 unless you specifically need its extra performance for demanding workloads.
If the gift giver genuinely has no issue with the price and the rest of the system can handle it, the 5090 would provide the most headroom. It’s just hard to call it good value at that price when the 5080 or 9070 XT should already cover this use case.
