Why Are My 1% and 0.1% FPS Lows So Much Worse Than My Average?

My average FPS is high, but the 1% and 0.1% lows are extremely poor in nearly every game. In Counter-Strike 2, I get over 300 FPS on average, but the 1% low is around 30 FPS and the 0.1% low fluctuates between 5 and 20 FPS. In GTA V, the average is roughly 150 FPS while the lows drop to the 50s. I have also noticed similar behavior in Cyberpunk 2077, Black Myth, Fortnite, and other games. Using a frame-rate cap helps slightly, but it does not solve the problem. My system has an Intel Core i5-14400F, Radeon RX 9060 XT 16GB, 16GB of Corsair DDR4-3200 CL16 memory running in dual channel with XMP enabled, a 650W Gigabyte Gold power supply, and a Samsung 990 EVO Gen 4 NVMe SSD that is about 70% full. CPU and GPU temperatures are usually between 75 and 85°C, and I have checked that the clock speeds are normal. I use a 60Hz monitor and sometimes a 120Hz TV. What could be causing these unusually bad frame-time spikes and 1% lows across multiple games?

Since the problem appears in several unrelated games, start by checking the basics that affect frame pacing: confirm the memory is actually running in dual channel at its rated speed, monitor CPU and GPU usage during a stutter, and check whether either component is hitting power or thermal limits. A 1% low of 30 FPS with an average above 300 in CS2 is unusually extreme, so it may be caused by background software, driver problems, or inconsistent frame delivery rather than raw hardware performance.

The RAM is installed in dual channel and running at 3200 MHz with XMP enabled. Temperatures and clock speeds also look normal.

Because your monitor is only 60Hz, there is little benefit to rendering hundreds of frames per second. Try enabling V-Sync or using a reliable frame limiter slightly below the display refresh rate, such as 58–60 FPS for a 60Hz screen. This can reduce queueing and make frame delivery feel smoother, but it is a workaround rather than a complete explanation for 5–20 FPS 0.1% lows.

Try testing with frame generation disabled if it is enabled. Also compare the results with different graphics settings and run a repeatable benchmark, such as the CS2 benchmark map. This will help determine whether the issue is a game setting or a system-wide frame-time problem. Updating or cleanly reinstalling the graphics driver may also be worthwhile.

Your 16GB of RAM could contribute to stuttering in newer games, especially if other programs are open, but it probably does not fully explain lows this bad in every title. Check total RAM usage, page-file activity, and whether the SSD is nearly full; having the NVMe drive at about 70% capacity is normally fine. A frame cap set near your display's refresh rate can improve pacing, although it will not fix an underlying driver or background-process issue.
