Why does my iPhone lose cellular service after a home power outage?

Since moving to a new apartment and replacing my router with an Xfinity Gateway, every local power outage has caused my iPhone 13 Pro to stop using Verizon calls, texts, and cellular data. The phone still shows LTE or 5G with several bars, and the outage does not appear to affect the nearby cell tower. Restarting the phone, toggling cellular data, and changing roaming settings do not help, even after driving to an area with a strong signal. Service only returns after I connect to and disconnect from another Wi-Fi network, such as at a restaurant. Wi-Fi Calling may be enabled, but my home internet and mobile service are from different providers. I have an unlimited family plan and the phone is running an up-to-date version of iOS. What could cause this, and is there a reliable way to restore service during an outage?

It is still worth contacting Verizon if the problem continues, since they can check the line, Wi-Fi Calling registration, and the phone’s network provisioning. Also test with Wi-Fi Calling temporarily disabled and install any available carrier or iOS updates. If Airplane Mode consistently restores calls, texts, and data, that points more toward a hung phone-side network state than a data limit or a Comcast billing issue.

Because connecting to another Wi-Fi network immediately fixes it, this sounds more like iOS getting stuck after Wi-Fi Calling or another network session disappears abruptly than an Xfinity-to-Verizon interaction. A sudden router shutdown can leave the phone waiting for a dead Wi-Fi connection instead of cleanly switching back to cellular. Airplane Mode is the quickest workaround; connecting to another Wi-Fi network also forces the old connection to be discarded.

That matches what I observed. Cellular data was enabled and the plan is unlimited, but toggling Airplane Mode should be much easier than finding another Wi-Fi network during an emergency.

The cellular bars do not necessarily prove that the phone has a working connection to the tower. During an outage, a tower could be operating on backup power, or the phone could simply be displaying its last-known signal while its network connection is stuck. Turning Airplane Mode on for about 15–20 seconds and then turning it off forces the cellular modem and network interfaces to reconnect. It is worth trying that before restarting the entire phone.
