I reinstalled Windows on a computer that had previously been infected with malware, but the Microsoft Store Library still shows download history even though I haven't signed in to the Microsoft Store or any other account since reinstalling. Does this mean old data remained on the computer, and could malware have survived the reinstall? I'm also planning to give the computer to someone else, so I want to make sure my personal information is removed. Does Steam retain similar account-based history?

Seeing a Store list by itself doesn’t indicate that malware is still present. If malware was the concern, the safest approach is to back up only personal files you trust, scan them separately, and perform a full clean installation rather than relying on Reset or Refresh. Afterward, install current updates and security software before using the machine again.
For a computer you plan to give away, use a proper clean installation from bootable USB media. Delete all partitions on the system drive during setup, install Windows using a local account, and don’t connect your personal Microsoft account. This removes normal user files and account data far more reliably than a basic reset. Steam library and purchase history are also associated with the Steam account, so a new owner using their own account won’t normally see yours.
Microsoft Store history is generally tied to the Microsoft account used with the store, not permanently stored as a complete history on the computer. If you truly have not signed in, what you’re seeing may be cached Windows or Store information rather than proof that your account data or malware survived.
