I recently upgraded from an RTX 3060 to an RX 9070 XT and plan to keep using my Ryzen 7 5800X in an MSI B450 Tomahawk Max II with 32GB of 3200MHz memory. I mainly play open-world and story-driven games rather than competitive shooters or simulation titles. Should I be concerned about the processor limiting performance at 1440p?

The 5800X is still a capable gaming CPU, and plenty of people run it successfully with high-end graphics cards. Some newer open-world and Unreal Engine 5 games can be unusually demanding on the CPU, though, so GPU usage alone does not tell the whole story. A game can show near-100% GPU usage and still have occasional stutter or weak one-percent lows caused by CPU frametime spikes.
It mostly depends on your target frame rate. If you are aiming for a stable 60 FPS, the 5800X should be perfectly adequate. If you want 100 FPS or higher, maximum GPU utilization, and very consistent frame pacing, some games may become CPU-limited. Checking CPU and GPU usage while playing will show whether that is happening.
For 1440p gaming, especially in graphically demanding single-player and open-world titles, that combination should work well. You may run into CPU limits in particularly demanding multiplayer, simulation, or Unreal Engine 5 games, but it should still deliver a solid experience in most cases.
I would install the card, play your usual games, and judge the actual experience rather than worrying about a theoretical bottleneck. If performance is smooth and the GPU is generally busy, keep the system as-is.
