I'm considering moving from an Intel i5-13600KF to a Ryzen 7 9800X3D. My current graphics card is an AMD RX 6950 XT, and I already purchased DDR5 memory last year for the potential platform change. Would the 6950 XT still pair well with the 9800X3D, or would the CPU upgrade leave performance unused unless I upgrade the GPU too? I mainly play at 1440p, including Escape from Tarkov, which can be particularly CPU-heavy.

I made a similar move from a 13600KF to a 9800X3D while using a high-end graphics card. At 1440p and 4K, the difference was small because most games were still limited by the GPU. The main benefit was having a newer platform, so future upgrades would only require replacing the graphics card. If you're upgrading mainly because you enjoy building and tinkering, that's valid, but don't expect a dramatic general gaming boost.
If your GPU is already running close to 100% usage at your target settings, upgrading the CPU won't add much performance. In that situation, a faster graphics card would make more sense. The RX 6950 XT should work perfectly well with a 9800X3D, but the pairing may be GPU-limited in many 1440p and 4K games.
For a straightforward upgrade decision, keep the 13600KF and 6950 XT unless Tarkov or another CPU-heavy game is actually holding you back. If you do want to move to AM5 for Tarkov and future upgrades, the 9800X3D is a sensible choice, and you won't need to replace the GPU immediately.
Escape from Tarkov is one of the cases where the CPU upgrade could make more sense. It can be heavily dependent on CPU performance, cache, and frame-time consistency, so the 9800X3D may improve certain maps or situations even when the RX 6950 XT isn't being fully used. I'd check your CPU and GPU utilization in the specific games and settings you care about before deciding.
