I'm diving into building a new PC for the first time in 10 years, and I feel completely out of the loop! I'm aiming for a setup specialized in gaming and streaming, ideally something that's high-end but not over the top. I've been eyeing the 5070ti graphics card, as it seems to outperform many high-end 40 series cards. However, I'm stumped on which CPU to pair it with. I'd like to avoid any bottlenecking issues, but I'm not quite sure what that means exactly. I understand that I should steer clear of a low-end CPU, but I also don't want to overspend on something excessive. My motherboard and case are already chosen since I'll be going with an AMD setup. I know the timing for this build isn't ideal, but I'm committed! By the way, it's an AM5 motherboard.

You might be doing this at a bad time, though—recently, RAM and SSD prices have shot up quite a bit. It's not great for budgeting your build.

If you're using an AM5 motherboard, I recommend the AMD 9800x3d as the best gaming CPU available right now. The 7800x3d from the previous generation is a close runner-up, so you might consider it if you're looking to save some cash.
