Advice Needed for Student PC Build for Game Development in Unity and Unreal Engine

I'm looking for suggestions on building a PC for my brother, who is a student eager to dive into game development with Unity, and ideally, he wants to try out Unreal Engine 4 as well. While he thinks Unity is sufficient, having the capability for UE4 would enhance his learning experience. We're working with a tight budget but I'm willing to invest a bit more for good value. He doesn't game on his current setup, which is quite outdated, and he doesn't plan to play games on the new PC either. If possible, I'd prefer to keep costs as low as I can, though I understand expenses can add up when building a capable machine.

As a game development student, I really suggest aiming for Unreal Engine 5 instead of UE4. Learning on the latest version is beneficial since employers tend to prefer candidates familiar with current technology. Plus, UE5 has exciting features like Nanite and Lumen that enhance the workflow. For your brother's PC, I'd recommend a GPU with at least 12GB of VRAM, as Unreal Engine can be quite demanding. Unity, on the other hand, can operate well even on less powerful machines. If you could share what your target budget looks like, that would help tailor the recommendations further!
