The Ryzen 5 5500 is a solid low-budget choice, and usually it comes with a cooler unless you go for the 'tray' version. Just a heads up, for your 850W power supply, that might be overkill; you could actually get by with a 500W since you won't be pushing too much power. Also, keep in mind that DDR4 and DDR5 are not compatible with the 5000 series CPUs, so make sure to choose a motherboard that fits your upgrade plans. While the 5060 is decent, considering stepping up to something like the 9060XT 16GB could be a good long-term investment, although it does come at a higher price. Trust me, I went with a 3070 Ti and I've been wishing I went for more VRAM.
