Advice on Upgrading My CPU and Motherboard for Gaming

I've been getting some feedback from Steam's overlay that my CPU is maxing out at 100% usage while my GPU stays around 60-70%. In games like Space Marine 2, my fps drops significantly, going as low as 15 in the new Siege gamemode. My current setup includes an i9-9900k CPU and an RTX 3070 GPU, with 32GB of DDR4 RAM. I normally game at 1440p, and I'm aware that the recommended CPUs for good performance, like the R7 5800x or the i7-12700, are typically for 1080p. I'm considering a CPU upgrade with a budget of around $300, and I'll likely need a new motherboard to match. I'm open to any options, whether AMD or Intel, but want to keep the whole upgrade within a reasonable budget.

If you're looking to maximize your upgrade options, check out this build on PCPartPicker for about $450, which includes an AM5 setup. It would give you a solid performance boost compared to your current setup and future-proof you a bit.

What would be the advantage of upgrading to new RAM? I usually use around 16-17GB while gaming, and with a YouTube tab open, it only reaches about 20.
