I've got an Intel i5 13400F paired with an RTX 4060, and I mainly game at 1080p. I'm wondering if I'm facing a bottleneck issue in my build. If so, could you suggest a better CPU that would work well with my GPU?

There's always some bottleneck depending on the games you play. By the way, what's the rest of your setup like? Are you using dual-channel RAM? Also, what games do you mainly play?
For 1080p gaming, your configuration should handle pretty much any game without issues.
I have an RTX 4070 Super and an i5 13400F, and it performs really well. You should be just fine with your setup!
Honestly, don't stress too much about the term 'bottleneck.' Your CPU is quite capable. In fact, you could easily manage a faster GPU than the 4060 you have now. Just remember, there will always be some form of bottleneck with any setup, no matter how advanced. If your games are running smoothly, just enjoy them. If they’re lagging, maybe consider upgrading to a 4070 Super or something similar.
At 1080p, usually the CPU might be a bottleneck, but with the 4060, I can see the GPU being the limiting factor instead. Check your CPU and GPU usage while gaming, and see how many cores the game utilizes. If everything's running well, there's no need to worry, just have fun with your games!
