I recently upgraded my old PC from a Ryzen 5 1600 to a Ryzen 5 5600, mainly to accommodate an RTX 3070 I got from a friend. I initially used the stock cooler that came with the R5 1600, as both CPUs have the same TDP of 65W, but I noticed my temps spiking to 87 degrees Celsius during gaming. I then bought a Xilence XC029 | M403PRO cooler and applied Arctic MX-4 thermal paste. Under load, I'm getting temps of about 85 degrees while testing with OCCT. Is this normal for the R5 5600, or did I mess something up?

The temps you're getting sound pretty normal for the R5 5600 under heavy load. As long as you’re below 92 degrees, you’re in a safe zone. Just make sure your cooling solution is set up properly by tweaking the fan curves for better airflow and cooling efficiency!
