Are my CPU temperatures too high for liquid cooling?

I recently built a PC with an i7 processor and I'm using liquid cooling for the first time. I'm seeing temperatures of around 40°C while just idle on the desktop, but I also get large temperature spikes, and my fans go into overdrive whenever I start a game or even just open a web browser. It's really noisy, though the temps go up to a max of 83°C under full load. Are these temperatures normal, or should I be concerned?

First thing you want to check is if your pump is running at full speed. Make sure it's connected to the correct header on your motherboard. If it's using the CPU fan header, it might not be getting enough power. That could definitely cause your temps to spike!

I followed the manual for installing the pump, and it says to connect it to the CPU fan header. My motherboard does have a pump header, though. How can I check if the pump is running correctly? The fans are super loud, but they do spin.
