I recently ordered a 9950X3D, and I'm curious about whether the known issues like parked cores, incorrect core usage with the 3D cache, and the necessity of using the Game Bar in Windows have been fully resolved. I thought these might just be early launch hiccups that would get fixed over time, and now that it's been about 7 months, I'm wondering if these problems are still present. Do I need to adjust anything in the BIOS or continue using the Game Bar? Any advice would be greatly appreciated!

It’s actually a good idea to do a fresh Windows install if you’re upgrading, just to avoid any leftover issues from your old setup. But if this is a brand-new build, then you should be fine!
From what I’ve seen, the 9950X3D doesn’t have nearly as many issues as the previous model, the 7950X3D. It might just be a better architecture or improved Windows scheduling. I do think it's somewhat overkill for many users, but the issues you're worried about seem mostly sorted out. Just like someone mentioned, doing a fresh Windows install can really help if you run into any problems.
