I want to avoid any CPU bottlenecks, so I'm considering not going higher than a used RTX 4060 for around $140. However, I also found a year-old used RTX 4070 Ti for $275, and I'd potentially pair it with a Ryzen 5 5600X, which costs about $120. Is it advisable to wait through this tough period for PC building, or is the 4070 Ti deal too good to be true? I primarily play retro, indie, and story-driven AA/AAA games, typically from the last decade.

Don't shy away from buying a GPU just to avoid a potential CPU bottleneck. You can upgrade your CPU later if needed. However, I gotta say, that $275 price for the 4070 Ti seems a bit suspect; it sounds like a good deal, but keep your eyes peeled for potential issues.
I run an RX 6700XT, and I recently tested it on Resident Evil 4 Remake at 4K with high settings and absolutely smashed it: locked 60fps with FSR2 on performance mode. If you're going for 1440p, you'll likely have even better performance, and those cards come with 12GB of VRAM, making them a great budget option!
I've had a solid gaming experience at 1440p with a 5600X paired with a 6750XT since last July. The combination of a 5600X and 4070 Ti would be a powerful setup, especially for the single-player games you mentioned.
