I'm planning to upgrade from an R7 9700X to an R9 9900X3D and I need some help deciding on the best liquid cooling solution for this new setup. I'm currently using the Liquid Freezer III 360 (non-pro) and I'm curious if I should stick with it or consider other options. If budget isn't a concern, which liquid cooler would provide the lowest temperatures? I've done some research and came across a few coolers that have good temperature ratings: the Liquid Freezer III Pro 360, Lian Li Galahad II LCD 360, Lian Li Galahad II Trinity Performance 360, and the ROG RYUJIN III 360 ARGB Extreme. I have a Fractal North XL case, which can accommodate a 360mm radiator on top, and I'm wondering if a 420mm radiator in the front would be a more efficient configuration. Unfortunately, I can't get custom tubing where I am, which is a bummer as I would have preferred that option. Any suggestions?

Honestly, your current Liquid Freezer III 360 is probably fine as it is. It should handle the R9 9900X3D without any issues. Upgrading might not give you as much of a temperature drop as you think. Did you have any specific temperature goals in mind?
