Best Upgrade Options for Playing EU5 and Cyberpunk

I'm helping a friend upgrade his PC so he can enjoy Europa Universalis 5 and Cyberpunk at 1080p. He has a budget of €1,000-1,200 and currently has a Ryzen 5 3600x, a GTX 1660 Super, 16GB of DDR4 RAM at 3600MHz, an Asus Prime B550M-A motherboard, a 500GB M.2 SSD, and a CM Bronze 550W power supply.

Since the budget is a bit tight, I'm considering upgrading to 32GB of DDR4, a Ryzen 7 5800X3D, and a GeForce 5060 Ti (16GB) as my friend prefers Nvidia. However, I've also looked at the Ryzen 7 7800X3D since it's recommended for EU5, but I'm unsure if I can fit everything within the budget, especially since he also wants a 1TB SSD. What do you all think?

The 5800X3D is a solid CPU for gaming and can definitely support a faster GPU than the 5060 Ti.
