I'm looking to buy a PC for my little brother, but I'm not too savvy with PC parts. He wants a system that can handle most games at 1080p with over 60 fps. Here are a few used combinations I found that fit my budget: 1) i7 9700 with GTX 1660 Ti, 2) i5 9400F with GTX 1660 Super, 3) i7 6700K with GTX 1650. I'd love to hear which one might be the best pick or if I should consider other options!

I agree with the others. Out of your choices, the i7 9700 and GTX 1660 Ti is hands down the best setup for gaming. Just be sure to check it thoroughly since you're looking at used parts.
If you want the best performance out of those options, definitely go for the i7 9700 with the GTX 1660 Ti. It will give you the fastest performance for gaming at 1080p and will handle 60 fps in most games quite well!
Honestly, a console might be a better choice for your brother. It could be a more straightforward option since you don’t have to worry about compatibility and upgrades.
