I'm looking to play retro games on a CRT without using any converters or transponders. Is there a way to find a "retro" level graphics card that can directly output VGA or Component (YPbPr) using my Asrock B450M Pro 4 motherboard, or would I need to get a different motherboard altogether?

You might want to consider the GTX 1650 Super. It's a good balance for modern and older games and has a DVI output, which can be adapted to VGA for your CRT. Just make sure you get a variant that supports that output, like the TPC-F003G.
Honestly, if retro is your goal, you can't go wrong with something like an 8800 GT. It was one of the last GPUs that really embraced the CRT era, and you can usually find them cheap on eBay.
